Description
Wood County's Engineer's Office is seeking consulting services to reevaluate job descriptions, classifications, salary structures, pay ranges, step progressions, and benefits for 46 full-time employees and 3–8 summer intern positions. The study will address internal equity, pay compression, market competitiveness, recruitment and retention, promotional opportunities, FLSA status, and compensation practices such as performance, certification, bilingual, special-assignment, promotional, and acting-assignment pay. The consultant must conduct classification reviews, interviews or job audits, compensation and benefits surveys involving comparable public and private employers, market and compression analyses, payroll-process review, and development of updated job descriptions, class specifications, salary structures, implementation strategies, and an ongoing maintenance system. Proposals must include staff qualifications and resumes, methodology, management synopsis, work-product structure, schedule, five comparable public-entity references, and a detailed cost proposal. The final deliverables include printed and electronic reports, supporting tables, schedules, job descriptions, charts, spreadsheets, salary surveys, implementation materials, and a meeting to discuss recommendations. Questions are due September 24, 2026, and answers are due September 25, 2026.
