Description
The City of Belfast is seeking an independent contractor, LLC, firm, or sole proprietorship with a valid EIN to provide comprehensive human resources consulting services as needed. The consultant will advise the City Administration, department heads, and elected officials; update and develop personnel policies and procedures; ensure compliance with federal and Maine employment laws; and conduct wage and benefit scale analysis to support recruitment competitiveness and compensation policy development. The scope also includes recruitment, hiring, onboarding, employee development, performance management, benefits administration, wellness initiatives, training, personnel-records management, interpretation of collective bargaining agreements, strategic support during union negotiations, and objective advice regarding disciplinary actions, internal investigations, and terminations. Respondents must have a bachelor's degree in human resources, public administration, or a related field and at least five years of HR experience, preferably in the public sector or unionized environments. Professional liability and workers' compensation insurance are required; SHRM-CP/SCP or PHR/SPHR certification is highly desirable.
