Description
The University of Minnesota is seeking a contractor to perform Phase 1 environmental remediation construction at UMore Park, including stormwater protection, temporary access and hauling routes, vegetation clearing, excavation of contaminated soils, transportation and temporary stockpiling of those soils, grading, topsoil placement, and ground cover. Work will occur at the Gopher Ordnance Works Burning Grounds and 154th Street Dump sites and must be substantially complete by December 18, 2026. Potential asbestos-containing material may be encountered at the 154th Street Dump; contractors disturbing asbestos-contaminated soil must hold a valid Minnesota Department of Health Asbestos Contractor License. The fixed lump-sum proposal must address team qualifications, project approach and work plan, a draft critical-path schedule, project cost, responsible-contractor compliance, and safety requirements. The response must include the required RFP attachments, including the cover page and declaration, team qualifications, project approach and work plan, project schedule, project cost, responsible-contractor compliance certificate, and first-tier subcontractor list. A mandatory pre-proposal meeting and site walk are required for prime firms, and the solicitation requires a minimum University safety score of 5.0 or submission of safety information where no active score exists.
