Description
Boulder County seeks a consultant to research construction and deconstruction (C&D) waste policies, assess regional end markets, interview peer communities, and engage stakeholders across the county and participating municipalities. The selected firm will develop policy recommendations and draft ordinance language, assist with adoption, and may provide implementation support such as staff training, data-tracking research, presentations, and bilingual educational resources. Required deliverables include a list of communities to interview, an interview guide, draft and final stakeholder engagement plans, and draft and final recommended ordinance language. The project is expected to cost $189,000, with up to $40,000 in additional funding potentially available; payment is not guaranteed and work is authorized through written task orders. The project must be completed by the end of October 2028, with stakeholder engagement completed by the end of March 2028. The proposal must include two references with project descriptions and contact details, a completed Vendor Information Form, a signed Lobbying Certification, a sample Certificate of Insurance, and a Certificate of Good Standing with the Colorado Secretary of State. The Bonfire submission also requires responses to its listed questions and acknowledgments. The solicitation evaluates proposal information, vendor qualifications and experience, ability to provide quality and timely work, proposed timeline, and pricing. The sample contract requires prior County consent for subcontracting; the insurance exhibit specifies commercial general liability, workers’ compensation and employer’s liability, and professional liability coverage.
