Description
PennWest University is soliciting up to three contractors for a unit-price, indefinite-delivery, indefinite-quantity work order contract to address environmental hazards on an as-needed basis at buildings across its California, Clarion, and Edinboro campuses. The scope includes asbestos abatement and disposal; lead-based paint abatement, disposal, or recycling; emergency response; regulatory notifications and permits; air monitoring; containment and decontamination; and all labor, supervision, materials, tools, equipment, and related work required for individual work orders. Contractors must be able to serve all three campuses and be physically located within an 80-mile radius of the campuses for emergency services, including response within 24 hours when contacted. The contract has no guaranteed minimum value. Individual work orders may not exceed $100,000, and the total value of work orders in a contract year may not exceed $500,000 without written approval. The initial term is one year, with up to two mutually agreed two-year renewals, for a possible maximum term of five years. Bidders must submit a completed Bid Form, Contractor Qualification Statement, and bonding capacity letter; the Bid Form must be uploaded as a PDF, and separate PDF files must be combined into a ZIP file. The solicitation requires at least five years in business and 25 completed projects of similar scope and scale.
