Description
Western Municipal Water District is soliciting professional engineering services to design a new exterior access stair at the Holcomb Pump Station, located within the Metropolitan Water District Henry J. Mills Water Treatment Plant. The selected consultant will perform field verification, existing-condition assessment, code and permitting analysis, structural validation, stair and enclosure design, calculations, drawings, specifications, bid schedule recommendations, and an engineer’s estimate of probable construction cost. The preferred design is a freestanding, industrial-grade stair with corrosion-resistant materials, slip-resistant treads, guardrails, handrails, toe boards, and a secure anti-climb enclosure with a lockable gate. The consultant must provide coordinated bid-ready documents for a separate public-works construction IFB, including approximately 30%, 60%, and final 90–100% design submittals, signed and sealed calculations and drawings, permit materials as applicable, editable source files, and PDF deliverables. Limited bid-phase support is included; construction, fabrication, installation, construction supervision, and construction-phase services are excluded from the base scope. Proposers must identify a California-licensed civil or structural engineer, provide at least three comparable projects completed within the last five years, and submit a not-to-exceed cost proposal with labor categories, rates, hours, task-level pricing, and optional services separately identified.
