Description
The City of Redlands is soliciting consulting services for routine and non-routine operation, monitoring, maintenance, fieldwork, sampling, and reporting for the California Street Landfill Gas Extraction Systems. The scope includes regulatory compliance for landfill gas emissions, condensate handling, boundary probes, flare operations, greenhouse-gas and air-quality reporting, stormwater compliance under the Industrial General Permit, stormwater sampling and monitoring, annual evaluations, and related regulatory support. The consultant must provide a full-time project manager and field technician with 24/7 accessibility, an online data-management application, emergency response, laboratory coordination, and landfill-gas safety training for City personnel twice annually throughout the three-year term. Professional engineering services are required during Year 2 to design Phase 4 landfill gas extraction wells, wellheads, laterals, valves, and related components, including bid-ready plans, specifications, cost estimates, and technical support during construction procurement. Proposals must include qualifications, approach and methodology, organizational information, staffing and subcontractor qualifications, recent references, and a separate fee proposal. The solicitation requires a signed cover page, executive summary, approach and methodology, firm and organization information, staffing information, references, fee/cost proposal, proposal forms, exceptions or deviations form, proposer certification/addenda acknowledgment, and IRS W-9.
