Description
The Military Sealift Command is soliciting one firm-fixed-price charter for approximately 85 days of an ice-class, self-sustaining lift-on/lift-off breakbulk vessel capable of carrying at least 750 TEUs, with at least 50 reefer plugs, two 100-metric-ton cranes, 20-foot and 40-foot container spreader bars, a maximum length of 180 meters, a maximum laden draft of 9.7 meters, a minimum laden speed of 15 knots, and a minimum unrefueled range of 10,000 nautical miles. The vessel must meet applicable Polar Code, ice-class, MARPOL, certification, biofouling, bunkering, cargo-space, and cargo-handling requirements, and support worldwide transportation, prepositioning, and military-readiness missions. The charter includes delivery and redelivery at Port Hueneme, California, laydays commencing December 28, 2026, and cancelling December 31, 2026. The contractor must provide or support required supercargo personnel, including a crane technician and ice pilot, and submit a signed offer containing the vessel name, pricing, required vessel particulars, itinerary, acknowledgments, and completed fuel-consumption information. Proposals may be submitted by email in PDF format, or alternatively by fax, mail, or hand delivery, to the address or point of contact identified in the SF 1449; email submissions may not exceed 20 megabytes and must contain a verifiable electronic or scanned handwritten signature.
