Description
This Sources Sought notice requests information on the price and availability of U.S. and foreign-flag, self-sustaining vessels capable of loading, transporting, and discharging one U.S. Navy Valiant-class harbor tugboat. Both float-on/float-off and lift-on/lift-off solutions will be considered; tug-and-barge solutions will not be considered. The movement is planned from Bremerton, Washington, to Yokosuka, Japan, with respondents providing vessel availability, layday information, voyage duration or planned discharge date, vessel capacity, demurrage rates, and a lump-sum price. The response should address vessel particulars, flag, stowage arrangements, loading and discharge locations, securing and seafastening, towing where applicable, independent marine surveyor services, gas-free certification, temporary toilet facilities for float-on/float-off operations, and compliance with the U.S. Navy Towing Manual. Respondents must also provide company information, business size and socioeconomic status, subcontracting opportunities if applicable, and their Unique Entity Identifier.
