The Defense Logistics Agency Energy intends to competitively procure transportation and logistical support for Jet Propellant Thermally Stable (JPTS) aviation fuel. The contractor must provide personnel, certified containers of approximately 24,000 liters (6,340 gallons), trucks, fueling connections, pumps, adapters, and related equipment to load, transport, and deliver fuel from Defense Fuel Supply Points in Texas City, Texas, and Killingholme, United Kingdom, to designated government storage facilities. The scope includes container cleaning and inspection compliance, staging, transportation, delivery coordination, loading and offloading support, shipping documentation, customs-clearance support, and associated logistics management. The anticipated acquisition is a full-and-open, best-value tradeoff procurement under an RFP, with technical capability, past performance, socioeconomic considerations, and price identified as evaluation factors. The stated performance period is a five-year base period followed by an extension period of approximately six months.
