Description
This Request for Information seeks feedback from specialized commercial freight carriers regarding a turnkey Transport-as-a-Service solution for transporting Propulsion System Rocket Engine assets associated with the Minuteman III weapon system. The anticipated scope includes service readiness and qualification, specialized trailers and prime movers, secure highway transportation, HAZMAT handling, incident response, asset maintenance, security monitoring, and recurring operational missions. The contractor would need to transport hydrazine-containing payloads under applicable toxic, corrosive, and flammable-material regulations; maintain cargo temperatures between 25°F and 115°F; provide redundant power capable of supporting environmental controls for at least 48 hours; use air-ride suspension and shock-isolation fixtures; provide continuous temperature, humidity, location, and tri-axial shock/vibration telemetry; and maintain SDDC approval, an FMCSA “Satisfactory” rating, DTTS tracking, and dual-driver teams with active DoD Secret clearances and required CDL endorsements. The anticipated cadence is 12 to 16 shipments annually, with readiness reviews, validation testing, emergency-response planning, and post-mission reporting. The PWS also specifies $5 million in public-liability coverage and $10 million in excess cargo liability per shipment. Respondents must address the questions in the respondent-instructions document; this notice is for market research only and will not result in a contract award.
