Description
The City of Ontario is requesting proposals from qualified professional engineering firms to design safety improvements at the Archibald Avenue and Union Pacific Railroad at-grade crossing. The scope includes surveys, traffic and pedestrian studies, environmental documentation and clearance, permitting, railroad and utility coordination, CPUC General Order 88-B coordination, and preparation of plans, specifications, and engineer's estimates at the 30%, 60%, 90%, and 100% stages. Design elements may include railroad pre-signal and signal-preemption modifications, roadway and shoulder widening, raised medians, crossing-profile grading, illumination, sidewalks, curb ramps, crosswalks, signage, and striping. The selected consultant will also provide project administration, progress reporting, stakeholder meetings, bidding assistance, responses to contractor questions, addenda support, and construction support. Proposals must include a technical proposal, fee proposal, required non-collusion declaration, specified firm and personnel qualifications, financial-stability information, relevant experience and references, project-specific experience, approach and schedule, insurance information, litigation history, certifications, and appendices. The project is federally funded and subject to applicable federal and California requirements, including prevailing-wage and Department of Industrial Relations registration requirements. The estimated total project cost is $6,784,000, while the solicitation does not state the consultant contract award amount.
