Description
The City of Hayward is soliciting a qualified contractor to complete the repair and refurbishment of the West Substation transformer serving its Water Resource Recovery Facility. The work includes replacing the copper windings and insulation, supplying and processing approximately 466 gallons of FR3 dielectric fluid, repainting the transformer, inspecting and replacing authorized defective components, and restoring the transformer to its specified voltage, capacity, cooling, and impedance ratings. The contractor must coordinate rigging, removal, transportation, repair, delivery, reinstallation, reconnection, testing, and startup. Required testing includes turns-ratio, winding-resistance, insulation, power-factor, fluid, tap-changer, controls, voltage, impedance, and operational tests, with a dissolved-gas test 30 days after return to service. The contractor must provide work, safety, transportation, quality-control, and testing plans; final test reports, repair and fluid documentation, operations and maintenance information, startup reporting, and a minimum one-year warranty. A valid California C-10 license is required for applicable electrical work, along with at least five years of comparable transformer experience and three similar project references from the past five years.
