The Washington State Department of Health intends to award LexisNexis VitalChek a sole-source contract to provide secure ordering options for vital records and associated products, including certified and informational copies, single-status letters, apostilles, and data files. The solution must support online, telephone, and in-person kiosk ordering; identity verification; entitlement-document uploads; integration with the Washington Health and Life Event System through smart barcodes; secure payment processing; fee collection and daily remittance; refunds; order-status workflows; and 24/7/365 bilingual customer support. The contractor must maintain the customized website, VPS payment solution, call-center services, kiosks, software, integrations, security controls meeting or exceeding PCI-DSS and applicable Washington standards, staff training, technical support, and required data-protection practices. The contract is for five years, from execution through December 31, 2031. Vendors challenging the sole-source determination must submit a capability statement addressing the stated requirements.
