Description
The City of Newport News is seeking a qualified firm to develop a Central Services Cost Allocation Plan in accordance with 2 CFR Part 200, a Citywide Full Cost Allocation Plan, and an indirect cost rate calculation. The plans will support reimbursement of indirect costs associated with federal and state grant-funded and cost-sharing programs, charging enterprise funds for General Fund services, determining full departmental costs for user-fee services, and obtaining management information. The contractor will negotiate the completed CAP with federal and state representatives as needed, assist with initial claims for recovery of funds, and provide status reports, statements, certificates, approvals, and copies of proposed and executed plans and claims. The scope requires a draft CAP within six weeks of the begin date, annual completed plans by February 20, and electronic submission of the completed CAP to federal and state negotiators by March 31. The initial contract period is one year from award, with four additional one-year renewal options.
