Description
The City of Laramie is seeking a qualified consultant to implement and manage a long-term groundwater monitoring well network for the Casper Aquifer. The scope includes reviewing existing project documents; collecting quarterly, semiannual, or annual water-level and water-quality samples from the identified monitoring wells; using an approved third-party laboratory for analysis; and maintaining a quality assurance/quality control program. Initial sampling will cover 23 wells, including existing and proposed monitoring locations, with analytes such as major ions, total dissolved solids, alkalinity, nitrate and nitrite, metals, chloride, fecal coliform, pH, conductivity, dissolved oxygen, total petroleum hydrocarbons, pesticides, and herbicides. The consultant must provide secure online recordkeeping, a non-exclusive database or data-management software system accessible to City staff, data validation and reporting capabilities, program scheduling and coordination, laboratory and field-resource management, budget oversight, routine status updates, and annual reports describing sampling activities, baseline results, trends, anomalies, and corrective actions. The consultant may also be asked to present findings to the City Council or other boards and commissions. The contract term is three years with possible renewal options, and the consultant must provide proof of professional liability or errors and omissions insurance of at least $1,000,000 aggregate on a claims-made basis.
