The Phoenix Area Indian Health Service is soliciting proposals for managed teleradiology services across participating facilities in Arizona, Utah, and California. The contractor will interpret diagnostic imaging studies, including X-ray, CT, ultrasound, mammography, DEXA, and potentially MRI, with facility-specific modalities and workloads. Services include routine, urgent, STAT, and critical-result reporting; 24/7 coverage at Phoenix Indian Medical Center; quality assurance and peer review; mammography quality support; credentialing and privileging; and medical director, customer, and technical support. The contractor must provide the personnel, equipment, network services, and systems needed to support DICOM, PACS, HL7, VistA Imaging, HIPAA, IHS security requirements, and non-cloud architecture. The resulting contract is a single-award, firm-fixed-price IDIQ with a base period and four one-year option periods, an explicit $25,000 minimum guarantee, and a $25,000,000 maximum aggregate contract value. Proposals require technical capability, past performance, and completed pricing schedule volumes; technical capability is significantly more important than past performance, and both non-price factors are significantly more important than price.
