Description
The Judiciary of the State of Hawaii is soliciting providers for adult sex-offender services in the Fifth Circuit, covering the island of Kauai. The scope includes presentence psychosexual assessments and court-directed treatment for convicted adult offenders. Assessment reports must address clinical interviews, histories, psychometric testing, penile plethysmograph or Abel Assessment testing, and polygraph examinations. Treatment must follow Sex Offender Management Team guidelines and combine relapse prevention, behavior modification, psychological components, validated risk assessments, motivational interviewing, cognitive behavioral therapy, and skills training. Treatment groups may not exceed 12 participants. Services must be provided in person unless otherwise approved by the Fifth Circuit Court. The provider must supply qualified clinical personnel, maintain appropriate facilities, conduct required criminal-history and sex-offender-registry checks, provide quality assurance and outcome reporting, and submit quarterly and year-end reports. The initial contract term is two years, July 1, 2027, through June 30, 2029, with a possible additional two-year extension. Funding is not stated; applicants must propose negotiated annual fixed pricing for up to 20 treatment clients per year, with no psychosexual evaluations estimated for Kauai.
