This presolicitation concerns improvements along Kolo Road and Kilauea Road (Route 562) serving Kilauea Point National Wildlife Refuge. The approximately 1.70-mile project includes installation of a sidewalk from Kuhio Highway to the refuge overlook, pavement rehabilitation and resurfacing, roadway widening with full-depth pavement on aggregate base, reconstruction of the existing turnaround, guardrail, curb and gutter, two mini-roundabouts, striping, pedestrian crossings, minor utility adjustments, and related construction. Principal quantities include approximately 18,500 square yards of asphalt pavement removal, 3,370 cubic yards of roadway excavation, 2,900 tons of roadway aggregate, 4,200 tons of asphalt concrete pavement, 630 square yards of reinforced concrete pavement, 1,540 linear feet of concrete curb, 5,670 square yards of concrete sidewalk, and 34 concrete accessibility ramps. The anticipated construction period is January 2027 through January 2028, with an estimated cost range of $10 million to $20 million. Plans and specifications are not currently available, and the notice is not an invitation for bid.
