Description
The Judiciary of the State of Hawaii is soliciting providers for juvenile sex offender-specific assessment and treatment services for court-adjudicated youth and adults up to age 18 or clinical discharge in the Fifth Circuit, covering the island of Kauai. Required services include psychosexual and victimization-trauma evaluations and treatment, individual, group, and family sessions, polygraph testing for assessment and treatment, psychoeducational training, and aftercare. Services must follow Sex Offender Management Team standards, evidence-based practices, balanced and restorative justice principles, and Juvenile Detention Alternative Initiative principles. Services must be provided in person unless otherwise approved by the Fifth Circuit Court. Applicants must demonstrate relevant experience, qualified staffing, clinical supervision, ongoing training, quality assurance, outcome measurement, facility adequacy, required licensing and certifications, and the ability to conduct required criminal-history and sex-offender-registry checks. The pricing structure is a negotiated annual fixed price for up to 15 clients, with monthly payments in twelve installments; applicants must provide proposed assessment, treatment, group, and individual service costs. The initial contract term is two years, with a possible additional two-year extension, subject to funding and satisfactory performance.
