Description
The Judiciary of the State of Hawaii is soliciting providers for in-community services for juveniles ages 12 to 17 who are referred for law violations and status offenses on Kauai. Separate proposals are required for each service activity. Requested services include evidence-based anger management and violence prevention, victim impact classes, and family conferencing, with services individualized using Youth Assessment and Screening Instrument results and incorporating cognitive behavioral interventions, balanced and restorative justice principles, and culturally competent practices. Services must be provided in person unless otherwise approved by the Fifth Circuit Court. Applicants must demonstrate relevant experience, including at least one year providing services, capacity to serve youth with Fetal Alcohol Spectrum Disorders or similar needs, qualified staffing, quality assurance and evaluation plans, appropriate facilities, required background checks, and compliance with applicable licensing and certification requirements. Proposals must include program narratives, staffing and service-delivery plans, pricing and budget materials, financial documentation, organization charts, performance and output measurement tables, and applicable certifications. The initial contract term is two years, with a possible additional two-year extension, subject to funding and satisfactory performance.
