Description
The Judiciary of the State of Hawaii is soliciting proposals for domestic violence intervention services in the Fifth Circuit, serving adults adjudicated or referred by the court, voluntary participants, victims, and children affected by domestic violence on Kauai. Required services include evidence-based or evidence-informed batterer intervention programs, cognitive-behavioral skills training, risk and criminogenic-needs assessments, victim safety assessments and contact, victim support and trauma-informed counseling, court-related assistance, referrals, safety planning, and related services for children and families. Services must be culturally appropriate, gender-relevant, trauma-informed, and LGBTQ+ responsive, with collaboration among domestic violence agencies, coalitions, criminal justice agencies, the Judiciary, and other relevant organizations. Services are generally required to be provided in person unless otherwise approved by the Fifth Circuit Court. Applicants must describe their qualifications, staffing, facilities, service-delivery approach, curriculum, quality-assurance and evaluation plans, organizational structure, collaboration practices, and performance measures. The proposal must include the required application forms and budget materials, including SPOH-205 and applicable SPOH-206 forms, a financial audit or qualifying financial statement review, organizational charts, and required certifications and program-specific materials. The initial contract term is July 1, 2027, through June 30, 2029, with a possible two-year extension subject to funding and satisfactory performance; funding amounts are not stated and applicants must propose their costs.
