Description
The Naval Air Warfare Center Weapons Division is conducting sources-sought market research for engineering services supporting Test and Evaluation and systems engineering activities for Aegis-Based Defense, formerly Aegis Ballistic Missile Defense, Theater High Altitude Area Defense, sea-based weapon systems, hypersonic programs, and related activities. The contemplated requirement includes mission and test planning, procedure development, real-time mission conduct, auxiliary sensor data collection, range safety support, post-mission data reduction and analysis, reporting, operations research, and technical management. Required capabilities include ingesting, reducing, processing, and analyzing optical, radar, telemetry, binary, ASCII, and video data; tracking algorithms; signature generation; visualization and image enhancement; data registration; image-sequence output; background subtraction; and early launch-vehicle tracking to provide range-safety state-vector solutions. Respondents should also demonstrate the ability to support Navy optical data-collection aircraft, sensor calibration, test-range assessments, site surveys, and instrumentation recommendations. This is a sources-sought notice rather than a solicitation or request for proposal. Responses must include a capability statement of no more than five pages, double-spaced in at least 12-point font, addressing company qualifications, size and status, teaming arrangements, relevant projects, and other pertinent information. The contemplated contract is a firm-fixed-price indefinite-delivery/indefinite-quantity vehicle with a five-year ordering period.
