Description
Hall County is soliciting a turnkey commercial roofing contractor to remove and dispose of the Hall County Jail's existing roofing and insulation and install new R-30 insulation, Dens Deck, and 60-mil white TPO roofing. The scope includes deck preparation, drainage crickets, perimeter enhancement sheets, walkways to air-conditioning units, fully adhered vertical TPO, heat-welded seams, TPO drip edges, resealing of penetrations, new pipe boots, replacement of metal coping and drip-edge metal as necessary, and reattachment of lightning-protection components. Addendum 1 clarifies that 6 1/2 to 10 inches of existing insulation was discovered and must be considered in pricing; concealed conditions may be handled through approved change orders, and no permits are required. The contractor must provide all labor, materials, equipment, and supervision; work daylight to dark Monday through Saturday; comply with manufacturer and code requirements; and provide a 20-year manufacturer's warranty and five-year workmanship warranty. Substantial completion is expected within 60 calendar days after issuance of a Notice to Proceed, with reasonable weather extensions. Work at the secure jail is subject to security measures, including K-9 inspections and jail-staff presence. Proposals are evaluated using an 80/20 technical qualifications-to-cost weighting, with mandatory responses addressing commercial roofing experience, comparable projects, workforce, supervision, TPO experience, subcontracting, weather procedures, material protection, staffing continuity, and related capabilities.
