Description
The City of Jackson is seeking a qualified vendor to provide and implement a modern, cloud-based Enterprise Resource Planning system supporting Planning and Development, permitting and licensing, building inspections, code enforcement, project tracking, grant monitoring, stormwater management, housing programs, 311 resident services, and Public Works asset and service-request management. The solution must include citizen self-service, reporting and analytics, GIS and financial-system integrations, mobile field capabilities, data migration, training, implementation, and ongoing support. It must be delivered as a SaaS platform hosted in a FedRAMP-authorized government cloud environment and meet specified security, accessibility, availability, disaster-recovery, API, and data-portability requirements. The selected vendor will provide both software and professional services through a phased implementation, including discovery, configuration, integration, testing, migration, training, go-live support, and maintenance. Proposals must include separate technical and cost files, a completed functional requirements matrix, vendor references, a signed certification form, addendum acknowledgments, and the required pricing workbook. The City anticipates an initial five-year term with up to three additional two-year renewal terms, for a maximum term of eleven years.
