Description
The Export-Import Bank of the United States (EXIM Bank) intends to award a sole source follow-on contract for asset protection and recovery services. This contract will assist EXIM Bank in collecting outstanding amounts owed by obligors and guarantors in the Dominican Republic. Services include asset searches, site visits, negotiations, litigation, documentation of agreements, and executing upon assets. This follow-on award is being made on a sole source basis to the original vendor per FAR 16.505(2)(c) due to the combination of contingency payment agreements and the lengthy recovery process. The vendor, Dr. Amadeo Julian law firm, is already managing the claim and is uniquely qualified with extensive experience in Dominican Republic legal proceedings, asset recovery, and familiarity with EXIM Bank's policies and procedures. Introducing a new vendor would risk duplication of costs for familiarization and training, and potentially disrupt the ongoing litigation which is entering its tenth year.
