Description
The County of San Diego, through San Diego County Fire (County Fire), is seeking proposals for comprehensive billing and collection services for ambulance transportation and fire inspection fees. The services will cover County Service Area 17 (CSA17) and the San Diego County Fire Protection District (SDCFPD) ambulance service areas, as well as fire inspection fees for County Fire. The contract is anticipated to begin on July 1, 2027, with an initial one-year base period and nine one-year options. The selected contractor will be responsible for maximizing revenue recovery while maintaining high standards of customer service and regulatory compliance. Key requirements include meeting specific net collection rates by payer type, managing claims, processing payments, and providing detailed reporting. The solicitation also includes extensive requirements for information technology, data security, and compliance with various federal and state regulations, including HIPAA. Offerors must demonstrate their organizational capability, experience, and a feasible implementation plan. The county also encourages proposals that demonstrate sustainability and social, human health, environmental, and economic impacts.
