Description
The U.S. Army Corps of Engineers, Los Angeles District, intends to procure a complete design-build solution for an approximately 13,000-square-foot climate-controlled Airdrop Rigging Facility. The work includes design compliant with Department of Defense antiterrorism and force-protection requirements; site grading, storm drainage, fire-lane relocation, utility connections, and a new septic system; and construction of a partially raised loading dock, motorized roll-up doors, specialized storage rooms, and multiple high-bay rigging lanes. The contractor must design and install a 50-ton overhead crane, military aircraft cargo conveyance roller systems compatible with C-130 and C-17 configurations, approximately 170 tons of heating and cooling capacity, communications infrastructure, conduits for future communications, and a closed-circuit television system. The scope also includes testing, adjusting and balancing, total building commissioning, a comprehensive warranty, and a long-term maintenance plan. This is a two-phase, best-value tradeoff design-build procurement with a firm-fixed-price structure and an $8,200,000 price ceiling; proposals exceeding the ceiling will be unacceptable. The prime contractor must perform at least 15% of the contract cost, excluding materials, with its own employees.
