Description
The City of Yuma seeks a design-bid-build contractor for Phase III rehabilitation and upgrades to Filters 9 through 12 at the Main Street Water Treatment Plant. The work includes selective demolition; replacement of filter underdrains and media; new process valves and electric actuators; turbidity meters; a backwash blower and associated piping, foundations, and site repairs; electrical power and conduit replacement; and integration of PLC, HMI, SCADA, alarms, and interlocks. The contractor must maintain plant operations through filter-by-filter sequencing, temporary isolation, and startup-to-waste procedures while keeping the facility operational. The scope also includes QA/QC, testing, commissioning, disinfection, as-built record documents, operation and maintenance manuals, owner training, safety and regulatory compliance, and a minimum one-year warranty on installed equipment. The contract requires a bid security of at least 10 percent of the bid amount; the successful bidder must later provide 100 percent performance and payment bonds and required insurance. The work is to reach substantial completion within 270 calendar days after the Notice to Proceed and final completion within 300 calendar days after the Contract Times commence.
