Description
The West Virginia Division of Forestry, Forest Legacy Program, is seeking a qualified appraiser to prepare a Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) appraisal for the proposed South Fork Lost River Tract 2 conservation easement. The assignment covers approximately 1,843.51 acres of a 1,844.12-acre property in Hardy County and requires a credible opinion of market value using before-and-after analysis. The appraisal must comply with UASFLA, USPAP, Forest Legacy Program guidelines, and the USDA Forest Service appraisal task assignment instructions. The selected appraiser must hold a West Virginia Certified General Appraiser license or current temporary license, have completed the 2016 UASFLA course, and demonstrate specified experience with large-acreage subdivisions, recreational properties, and easement, highway, or right-of-way appraisals. The vendor must submit the completed pricing page, appraiser license, UASFLA course certificate, required appraisal-experience lists, a redacted sample appraisal report, and the appraiser disclosure form. The assignment also includes a required remote pre-work meeting, a required site visit, and delivery of a complete signed appraisal to the USDA Forest Service review appraiser within two months of contract award. The appraiser may not subcontract any part of the assignment.
