Description
The Albany County Land Bank Corporation is establishing a qualified pool of New York State-certified real estate appraisers to provide on-call, task-order appraisal services. Assignments may support acquisition, rehabilitation, and construction financing; insurance claims; property acquisition; and disposition of Land Bank inventory. Properties include vacant land, one- to four-family residences, multifamily properties, mixed-use buildings, and small commercial buildings, including vacant, distressed, tax-foreclosed, fire-damaged, and rehabilitated properties. Appraisals must comply with USPAP and applicable lender, insurer, funder, and public-authority requirements. Respondents must provide fixed-fee schedules by property and report type, demonstrate relevant experience and current New York State certification, maintain professional liability insurance, describe capacity and turnaround times, and submit references, qualifications, a scope-of-work response, project schedule, non-collusive bidding certification, contractor references, and an MWBE/SDVOB utilization plan. The initial contract term is two years, with up to three additional one-year renewals; placement on the qualified vendor list does not guarantee assignments or minimum work volume.
