Description
The Iowa Department of Administrative Services is seeking one or more concessionaires to operate Honey Creek Resort's resort and marina operations, golf course operations, or both. Resort and marina responsibilities include operating and staffing the lodge, cottages, restaurant, recreational amenities, marina, indoor waterpark, RV campground, gift shop, and related facilities. Golf course responsibilities include operating The Preserve 18-hole golf course and pro shop. The contractor must provide staffing, maintenance, grounds care, marketing, customer service, reservation and property-management systems, payment processing, reporting, licensing, and regulatory compliance. Respondents may submit for one or both concessions, and the State may award one or separate contracts. The proposal must include detailed technical plans covering implementation, marketing, operations, amenities, reporting, customer service, personnel, and administration, along with a separate cost proposal. The cost proposal must include at least a 15% annual gross-revenue contribution to the Personal and Real Property Replenishment Fund and a proposed capital investment contribution for the initial five-year term. The contract is expected to run for five years beginning March 1, 2027, with up to five one-year renewals, for a maximum term of ten years.
