Description
The Iowa Department of Education seeks a contractor to provide Science of Reading expertise and support for statewide evidence-based foundational literacy instruction. Work includes developing and refining literacy tools, templates, guidance, training materials, and a statewide resource clearinghouse; providing technical assistance, professional learning, webinars, coaching, and coordination for support providers and participating sites; and supporting project management, monitoring, data collection, evaluation, reporting, and continuous improvement. The contractor will also assist with public-facing communications and presentation materials. The solicitation identifies estimated funding of $112,619 for Year 1, $111,132 for Year 2, and $109,614 for Year 3, totaling $333,365. The contract has an initial six-month term beginning upon execution, with up to five additional one-year renewal terms. Proposals must include separate technical and cost files; the cost proposal uses the provided cost proposal form. The technical proposal must address the specified experience, personnel, and approach requirements, and include three client references. A completed Form 22 is required; a public redacted copy is required if confidential treatment is requested. A redlined contract terms document and a separate exceptions table are required only if the respondent takes exceptions.
