Description
The City of Gloucester is seeking Expressions of Interest for redevelopment and a long-term ground lease of its approximately 2.45-acre waterfront property at 65 and 65R Rogers Street. The site includes a 13-berth commercial fishing marina, waterfront infrastructure, a vessel crane, gear storage areas, and public parking. The City seeks creative, financially feasible concepts that strengthen the working waterfront and marine economy, preserve at least 13 affordable commercial fishing berths, improve public waterfront access, support climate resilience, provide public amenities and parking, and comply with Marine Industrial zoning, the Designated Port Area framework, and Chapter 91 requirements. Residential uses, hotels, motels, and major entertainment venues are prohibited. Addendum No. 2 clarifies that 75% of site coverage for each parcel within the Designated Port Area must be dedicated to water-dependent industrial uses, with up to 25% available for supporting uses. The City welcomes concepts involving marine industry, commercial fishing, marine research, workforce training, offshore-wind support, innovative energy systems, and coordinated multi-site operations, but Massachusetts Department of Environmental Protection is responsible for determining regulatory eligibility. The City has not established specific lease terms, financing responsibilities, infrastructure requirements, or preferred development uses. Respondents must describe their development team and qualifications, relevant experience and financial capability, preliminary site and building concepts, alignment with project goals and regulatory requirements, preliminary budget and anticipated funding and revenue sources, and approach to partnering with the City. The EOI is non-binding and exploratory and may inform a future competitive procurement. A completed and signed Certificate of Non-Collusion must be submitted with the response package.
