Description
The U.S. Geological Survey’s Upper Midwest Water Science Center seeks an experienced laboratory to provide recurring virus isolation and molecular RNA analysis services supporting avian influenza research. The scope includes receiving and processing environmental samples; egg inoculation and virus isolation using specific-pathogen-free embryonated chicken eggs; viral RNA extraction; real-time RT-PCR for influenza A, H5, and H7; titration; sequencing and bioinformatics analysis when requested; sample storage and disposal; shipment of suspect positive samples; and reporting of results in machine-readable format. The contractor must maintain appropriate laboratory biocontainment practices, permits, calibrated and certified equipment, trained personnel, biosafety cabinets, temperature-controlled storage, and quality-control procedures. The contractor must also provide consultation, methods documentation, data within 45 days of sample receipt, and a four-page technical quotation addressing on-site equipment and internal quality-control procedures. Pricing must be firm-fixed-price for the four-year period and submitted using the provided pricing schedule. The BPA is a single-award, open-market arrangement with no guaranteed minimum and a maximum ordering limit of $300,000.
