Description
Montgomery County is seeking one or more providers to furnish non-emergency medical transportation for Stillwater Center residents with developmental disabilities and significant medical needs. The scope includes approximately 1,040 one-way trips annually, including wheelchair and stretcher transportation, trips within and outside the county, early-morning appointments, timely arrival and return transportation, and vehicles equipped to accommodate oxygen, feeding tubes, ventilators, suction, and other critical medical equipment. Providers must maintain clean, accessible vehicles; qualified drivers and backup personnel; required permits, licenses, inspections, background checks, and training; HIPAA-compliant operations; GPS and service-monitoring capabilities; and reliable scheduling, dispatch, communication, accident-response, grievance, and contingency procedures. Vendors must be able to bill applicable Medicaid, Medicare, and other third-party insurers for eligible services. The initial term is two years, with up to three additional one-year options. Proposals require pricing, organizational and staffing information, fleet details, service history, references, driver-management and accident procedures, grievance procedures, proof of insurance or an insurer's confirmation of coverage availability, a provider manual, and responses to the County's electronic proposal questions and forms. A mandatory virtual pre-proposal meeting is required, and proposals must be submitted electronically through the County's OpenGov Procurement portal.
