The U.S. Air Force is conducting market research for existing Tradewinds Solutions Marketplace vendors that can provide a commercial Strategic Cost and Planning System (SCPS) for reporting critical acquisition data across Department of War programs. The solution must support financial requirements management, investment prioritization and budget allocation, forecasting and spend planning, budget execution and funds control, contract financial management, financial reconciliation and data quality, and configurable reporting, analytics, dashboards, exports, trend analysis, and portfolio visualization. Vendors should describe product maturity and marketplace availability; low-code/no-code configuration and administration; integration with Project Management Resource Tools and other government systems; data migration, validation, retention, and reconciliation; workflows, approvals, audit history, role-based access, and user administration; automation and AI-assisted analysis; human review, traceability, access controls, data protections, and governance; deployment, implementation, licensing, sustainment, and support; and a notional schedule, assumptions, and required government-furnished information. White papers must be no more than five pages and include an executive summary, problem statement, proposed solution, benefits and value, and estimated cost and timeline. They must use Times New Roman 11-point font, one-inch margins, and single spacing, and include current CPARS and NIST/SPRS scores when applicable.
