Description
The Atlanta Regional Commission is soliciting proposals for FTA Section 5310-funded projects that improve mobility for seniors and individuals with disabilities in the Atlanta urbanized area. Eligible activities include demand-response, fixed-route, and flex-route shuttle trips; mobility management staff and related costs; coordinated transportation planning; travel training and trip planning; scheduling, dispatching, GIS, GPS, monitoring, cost-tracking, billing, and customer-payment technologies; and other approved transportation projects. Services may use in-house fleets, subcontractors, vouchers, or volunteers and may include trips for medical, quality-of-life, and other eligible purposes. Applicants must describe organizational capacity, transportation experience, target clientele and eligibility criteria, operating schedules, vehicles and personnel, safety and maintenance procedures, emergency preparedness, quality assurance, partnerships, projected riders and trips, service costs, and required local-match funding. The available allocation is $687,500, with 80 percent reimbursement and a 20 percent local match requirement. The award covers one year beginning October 1, 2027, with an option to renew for one additional year based on satisfactory performance and funding availability. Required proposal materials include the signed Transmittal Cover Page, Proposal Response Template, Financial Components Workbook, Uniform Cost Methodology spreadsheet, organizational chart, risk assessment, liability-insurance documentation, complaint policy and procedures, recent audit financial statement and current budget, and three qualifying references.
