Description
The City of Cleveland is seeking qualified firms to provide professional strategic planning consulting services for the preparation of the Camp George L. Forbes Master Plan. The selected consultant will work with the City to produce an actionable, phased plan that defines Camp Forbes' role within the City's recreation system and provides a clear path for operational and capital decision-making. The Master Plan will evaluate the long-term role, operations, and capital needs of Camp Forbes, including assessing existing facilities, operations, and finances; evaluating the long-term role within the recreation system; establishing a clear vision and recommended direction; identifying capital reinvestment and deferred maintenance needs; recommending an operational and staffing structure; and establishing a phased implementation plan aligned with City budgets. The scope of services is organized into three stages: Baseline Assessment & Analysis, Scenarios & Strategic Direction, and Capital, Financial Model & Funding Strategy, with specific phases covering project initiation, existing conditions assessment, community engagement, demand assessment, scenario development, master plan creation, capital reinvestment framework, facility pro forma, funding strategy, and presentations. The final product shall be an actionable document suitable for implementation over a 10-15 year horizon.
