Description
St. Clair County Community Mental Health Authority is soliciting proposals for the development and/or operation of a community-based specialized residential program serving adults with serious mental illness who require 24-hour residential support. The proposed home must provide a structured, recovery-oriented, person-centered environment for individuals with significant psychiatric and functional needs, with proposed licensed and operational capacities subject to required approvals. The provider must propose staffing sufficient to meet assessed resident needs, including a minimum of two awake overnight staff, qualified program management, clinical and supervisory support, on-call management, call-off and vacancy coverage, staff competency evaluation, crisis prevention, medication oversight, shift-to-shift communication, psychiatric appointment coordination, hospitalization-return support, enhanced staffing processes, and community-based programming. The proposal must also address the residential environment, accessibility, transportation, safety, medication storage, emergency procedures, placement preservation, and a detailed staffing table. Attachment D includes respondent-completed program and staffing specifications and a respondent certification.
