Description
The City of San Leandro is soliciting bids to demolish an existing fixed film reactor (trickling filter) at its Water Pollution Control Plant. The work includes dismantling and removing the steel superstructure, concrete slab and foundations, piping, conduits, appurtenances, and corrugated fiberglass exterior panels; transporting steel and concrete for recycling; and removing and stacking approximately 4,900 cubic yards of lead-contaminated plastic filter media in a temporary on-site storage area for removal under a separate contract. The contractor must construct and leave in place a double-lined, approximately 22,500-square-foot storage area with HDPE base and cover liners, perimeter erosion controls, and related containment measures. The work also includes hazardous-material procedures, lead-safety planning and worker protections, licensed waste transportation and approved recycling/disposal facilities, regrading the reactor area and a 50-foot surrounding radius, backfilling and compacting demolition voids, and installing a three-inch lift of specified rock over approximately 30,000 square feet. A Class A contractor's license with a Hazardous Certificate is required. The engineer's estimated value of the work is $430,000 to $500,000, and the project allows up to 120 working days with contractor time on site limited to 60 days.
