Description
Volusia County seeks a qualified operator to assume full operational responsibility for a 10-acre public shooting range. The operator will manage daily range operations; employ and supervise a Range Manager and certified Range Safety Officers; maintain safety protocols and a Facility Safety Plan; provide customer service, programming, marketing, and retail sales; collect fees and manage revenues; maintain the facilities and grounds; and support law-enforcement training and hunter-education programs. Retail offerings may include targets, ammunition, eye and ear protection, cleaning supplies, snacks, beverages, and branded merchandise; firearm sales are not permitted, while firearm rentals may be proposed subject to approval and applicable regulations. The operator will bear operational costs, including staffing, utilities, supplies, maintenance, insurance, and environmental compliance, and must perform lead reclamation and disposal in accordance with applicable best practices. Proposals must include qualifications and experience, a business/operations/maintenance plan, a draft Facility Safety Plan, a Capital Improvement Plan, and a financial proposal addressing payments to the County, revenue sharing, capital investments, and financial capacity. The agreement is expected to have an initial five-year term with three optional two-year renewals, subject to the stated conditions.
