Description
The City of Vancouver is seeking a qualified actuarial firm to provide professional actuarial valuation services for its closed, single-employer defined benefit police and fire pension plans and related postemployment healthcare and long-term-care plans. Services must support reporting under applicable governmental accounting standards, including GASB Statements 67, 68, and 75, and include valuation reports, plan funding information, review of actuarial assumptions, annual financial statements and reports, and applicable updates. The engagement covers services for the years ending December 31, 2026 through 2029, with biennial valuations and updates in intervening years. Additional as-needed services may include benefit-cost studies, actuarial testimony and documentation for labor negotiations, plan documents and amendments, assistance at meetings, retirement-industry updates, and staff or elected-official training. Proposers must demonstrate relevant public-sector pension experience, qualified actuarial personnel, and at least three similar local-government references completed within the last three years. Proposals must include a project approach, firm and staff qualifications, references, and a fee schedule; the proposal is limited to 30 pages, excluding the General Information Form and specified attachments.
