INVITATION TO BID BID # 26-36: GARRISON ROAD SIDEWALK INFILL Notice is hereby given that the City of Vancouver, Washington, will receive sealed bids up to the hour of 11:00 a.m., Pacific Local Time, Tuesday, October 27, 2026 and will publicly open and read aloud at that time on the same day in the Vancouver City Hall, 415 W 6th St, Vancouver, Washington, for the following: This Contract provides for the improvements of Garrison Road, including sidewalk infill along the east side of Garrison Road along with bike lanes from Mill Plain Blvd to NE 12th St. New enhanced RRFB crossing is proposed across Garrison Road at NE 9th St. with two new street lights. The Contract includes clearing and grubbing, roadway excavation, stormwater conveyance, stormwater treatment, water meter and hydrant work, paving with HMA, irrigation systems, erosion control, curb/gutter, sidewalk, traffic control, pavement markings, walls, illumination system, and landscaping and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The contract work shall be Physically Complete within 75 Working Days from the Notice to Proceed date. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. Description
The City of Vancouver is soliciting sealed bids for improvements to Garrison Road, including sidewalk infill along the east side of the road and bike lanes from Mill Plain Boulevard to Northeast 12th Street. The project also includes an enhanced rectangular rapid-flashing beacon crossing at Northeast 9th Street and two new street lights. The work includes clearing and grubbing, roadway excavation, stormwater conveyance and treatment, water meter and hydrant work, hot-mix asphalt paving, irrigation, erosion control, curb and gutter, sidewalk and detectable-warning-device installation, traffic control, pavement markings, walls, illumination, landscaping, fencing, and related work. The engineer's estimate is $1,250,000, and the project must be physically completed within 75 working days after the notice to proceed. The solicitation includes federal-aid requirements, prevailing-wage obligations, a 10% Federal Small Business Enterprise goal, and a five-percent bid deposit requirement.
