INVITATION TO BID ITB 26-35: NE 18th Street Improvements from NE 97th Ave to NE 107th Ave Notice is hereby given that the City of Vancouver, Washington, will receive sealed bids up to the hour of 11:00 a.m., Pacific Local Time, Tuesday, November 3, 2026 and will publicly open and read aloud at that time on the same day in the Vancouver City Hall, 415 W 6th St, Vancouver, Washington, for the following: This Contract provides for NE 18th Street from NE 97th Avenue to NE 107th Avenue. The Project includes clearing and grubbing, roadway excavation, stormwater conveyance, treatment, water main, paving with HMA, irrigation systems, erosion control, curb/gutter, sidewalk, traffic control, pavement marking, walls, illumination system, and landscaping and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The contract work shall be Physically Complete within 240 Working Days from the Notice to Proceed date. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. Description
The City of Vancouver is soliciting sealed bids for ITB 26-35, a federally aided public-works project improving NE 18th Street from NE 97th Avenue to NE 107th Avenue. The approximately $16 million project includes clearing and grubbing; roadway excavation and embankment; hot-mix-asphalt paving; stormwater conveyance, infiltration, and treatment; water-main installation; erosion control; curb and gutter; sidewalks and ADA features; traffic control; pavement markings; illumination; traffic signals and fiber-optic ITS; retaining and noise walls, including soil nails and shotcrete; irrigation; landscaping; fencing; and related work. The work must be physically complete within 240 working days after the Notice to Proceed. The project is subject to federal-aid requirements, Davis-Bacon and Washington prevailing wages, an 11% Federal Small Business Enterprise goal, Buy America requirements, and a five-percent bid deposit. Bidders must submit the provided bid forms and supporting certifications, subcontractor information, bidder questionnaire, recycled-materials proposal, and bid security.
