Description
Clark County is seeking a consultant team to provide professional engineering and environmental permitting services for replacement of two deteriorating corrugated metal pipes at the NE Allworth Road crossing of Rock Creek. The selected team will develop alternatives for a fish-passable bridge or culvert structure meeting 100-year flood conditions and applicable fish-passage requirements, rebuild the roadway surface, and address hydraulic, geomorphic, structural, civil, traffic, geotechnical, and environmental considerations. The scope includes environmental documentation and permitting, cultural resources and wetland assessments, hydraulic and no-rise analysis, Stream Simulation-based fish-passage design, plans and specifications, construction estimates, utility and right-of-way coordination support, bidding assistance, and design services during construction. Deliverables progress from alternative analysis through final PS&E, with construction-phase support anticipated. This is a qualifications-based selection; proposers must not submit cost or pricing with the proposal. The anticipated contract value is $600,000, with a three-year period of performance and possible two-year extension.
