REQUEST FOR PROPOSAL RFP # 50-26: Actuarial Valuations - Police & Fire Plans Notice is hereby given that the City of Vancouver, Washington, will receive sealed proposals up to the hour of 3:00 p.m., Pacific Local Time, October 28, 2026, for the following: The City of Vancouver is seeking proposals from qualified firms/individuals for consulting services to provide professional actuarial valuations, in accordance with Governmental Accounting Standards, for its two single employer defined benefit pension plans and other related services on an as needed basis. Valuations will be used for the City of Vancouver to report financial activity consistent with the requirements established by GASB 67/68/75 as applicable and must provide information adequate for such reporting. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. The City of Vancouver is seeking proposals from qualified firms or individuals to provide professional actuarial valuations for its two single-employer defined-benefit pension plans covering police and fire personnel. The valuations must comply with applicable Governmental Accounting Standards and provide information adequate for the City's financial reporting under GASB 67, GASB 68, and GASB 75.
