Description
The City of Vancouver, Washington, is requesting qualifications from consultant teams to provide professional services for the Fourth Plain Boulevard Mobility Improvements Project. The scope includes bicycle and pedestrian facility design; geotechnical investigation and structural wall design; surface water and stormwater design; traffic signal, lighting, and landscape design; environmental evaluation and documentation; utility design and relocation coordination; right-of-way plan development, acquisition, negotiations, and final payments; public involvement assistance; and design services during construction. The selected consultant will provide a final plans, specifications, and estimate package and support project management, scheduling, stakeholder coordination, and construction-phase activities. The agreement is expected to last approximately five years, with possible extensions for additional time and funding. Respondents must submit specified certifications and affidavits, WSDOT audited indirect cost rate approval confirmation sheets for the prime and applicable subconsultants, a project approach and schedule, organizational and staff qualifications, relevant governmental experience, subcontractor information, and a public-process coordination approach. Hourly rates, costs, and fees must not be included in the response.
