The City of Rock Rapids is requesting proposals from attorneys or law firms licensed to practice in Iowa to provide legal services related to the voluntary acquisition and closing of 14 residential properties approved for buyout following a 2024 flood event under FEMA's Hazard Mitigation Grant Program. The selected firm must demonstrate experience with real estate transactions and comply with applicable federal requirements, including 2 CFR Part 200. The scope includes preparing purchase agreements and closing documents, coordinating with title companies, and reviewing and submitting title certificates or guarantees to the Iowa Finance Authority. Proposals must include a fee structure with per-property pricing and a total not-to-exceed price.
