Description
The City of Rock Rapids seeks an Iowa-licensed attorney or law firm to support the voluntary acquisition and closing of 14 residential properties approved for buyout following the 2024 flood event under FEMA's Hazard Mitigation Grant Program. Services include preparing purchase agreements and closing documents, coordinating with title companies, and reviewing and submitting title certificates or guarantees to the Iowa Finance Authority. The selected firm must demonstrate real estate transaction experience and comply with applicable federal requirements, including 2 CFR Part 200. Proposals must include a fee structure with per-property pricing and a total not-to-exceed price for all 14 properties. The City reserves the right to reject any or all proposals and select the proposal deemed to be in its best interest.
